According to Article 5 of the "Regulations on Promoting the Development of Shanghai Hongqiao International Central Business District (CBD)", the Shanghai Hongqiao International CBD Administrative Committee, as an agency dispatched by the Shanghai Municipal People's Government, performs the following responsibilities:
1. Formulate the CBD's development plans and coordinate the advancement of its construction and functional enhancement;
2. Participate in the creation of land and spatial plans within the CBD, coordinate the implementation of these plans, and organize the compilation of specialized plans within the CBD;
3. Formulate industrial development plans and directories for the CBD, and guide the layout and cultivation of functions within the CBD;
4. Coordinate the promotion of investment, optimization of the business environment, improvement of public services, and construction of talent hubs;
5. Coordinate the CBD's development and construction plans, draft annual land reserve plans regarding the CBD, and facilitate major investment projects;
6. Establish management standards and service norms to promote refined urban management;
7. Establish and improve a work cooperation mechanism;
8. Promote institutional innovation and the implementation of policies;
9. Provide services for the China International Import Expo;
10. Coordinate the management of transportation facilities within the Hongqiao Comprehensive Transportation Hub, and coordinate the integration, distribution, and conversion of different transportation modes;
11. Allocate special development funds for the CBD;
12. Guide and coordinate the people's governments of Minhang, Changning, Qingpu and Jiading districts in performing relevant administrative management responsibilities within the CBD, and supervise and inspect the implementation of planned work;
13. Handle other matters determined by the Shanghai Municipal People's Government.
