Shanghai Hongqiao International Central Business District (Hongqiao CBD) aims to boost its scientific innovation capacity to drive its development as a transportation, exhibition and commercial hub, according to a medium and short-term plan on the CBD's development which was recently approved by the standing conference of Shanghai government.

Since implementing the general plan of the construction of the Hongqiao International Opening-up Hub two years ago, Hongqiao has attracted a large number of innovative companies from surrounding provinces to set up in the area.

There are 14,665 "scientific research and technical service" enterprises in the Hongqiao CBD, accounting for 17.5 percent of the district's total number of enterprises and representing 3.4 times the average of Shanghai districts.

The plan clarifies the strategic status, development goals, planning tactics, and implementation schemes based on the district's existing weaknesses in space layout, industrial structure, economic development, transportation functions, the integration of industrial development and urban construction, as well as public infrastructure.

By 2035, the Hongqiao CBD is expected to become a key junction of the unified national market, and is becoming a new engine behind the integrated development of the Yangtze River Delta region and a powerhouse for Shanghai's growth, offering prominent functional advantages, an optimal industrial structure, a stronger industrial competitiveness and higher-quality urban living standards.
