The city's ambitious strategy, outlined in the document "Measures for Enhancing the Commercial Vitality of Shanghai's Districts", targets prominent commercial zones such as East Nanjing Road, Middle Huaihai Road, and Lujiazui. A significant focus is placed on creating certified nighttime consumption zones, which are expected to boost local nightlife and economic activity.
Key components of the plan include revitalizing underutilized properties to create flexible commercial spaces and developing thematic street scenes in creative parks and historic areas. The city will also promote distinctive local shops, offering financial support and media exposure to enhance their visibility.
Additionally, the initiative emphasizes community commerce by expanding the "15-minute community life circle", which would improve access to services. New regulatory measures aim to balance vibrant street life with cleanliness and order.
Shanghai plans to integrate professional management entities to oversee district operations, enhancing their overall quality. A "policy service package" will be available to reduce operational costs for businesses, including tax reductions and financial support for startups.
