Shanghai launches first 'cross-border e-commerce plus industrial belt' pilot zone in Hongqiao CBD

Shanghai's first "cross-border e-commerce + industrial belt" pilot zone was officially inaugurated in the Hongqiao International Central Business District on July 9.

Under the leadership of the Shanghai Municipal Commission of Commerce, the Administrative Committee of the Hongqiao International Central Business District and the Qingpu district people's government jointly established this pioneering zone by using the advantages of the Hongqiao International Open Hub, Qingpu's industrial clusters, and Shanghai's air and sea port logistics resources.

The pilot zone will empower five characteristic industrial belts — intelligent manufacturing, smart home appliances, fashion cosmetics, health and leisure, and industrial products through cross-border e-commerce. It aims to cultivate independent domestic brands, promote industrial upgrading and transformation, and create new competitive advantages.

To date, the pilot zone has attracted 130 upstream and downstream cross-border e-commerce enterprises, with settled enterprises achieving export transaction values exceeding 1.6 billion yuan ($222.84 million) and over 10.69 million orders.

During the event, Baihe town of Qingpu district signed a memorandum of cooperation on the operation of the Hongqiao "cross-border e-commerce + industrial belt" pilot zone with the Shanghai Cross-border Public Service Platform. Several key projects were launched, including the pre-warehousing project collaboration among the Shanghai Cross-border Public Service Platform, Zhendong branch of Shanghai International Port Group, Hongqiao Global Cross-border E-commerce, and Hongyue Supply Chain, as well as the settlement of key enterprises such as Hongyue Supply Chain, Feiyu Digital, Kenchao Enterprise Management, Zitongshu Technology, and Newegg Commerce.

The pre-warehousing center of the Hongqiao "cross-border e-commerce + industrial belt" pilot zone adopts a tripartite cooperation model involving logistics enterprises, ports and government agencies. By establishing a traceable information system connected with port terminals and customs, it reduces inspection rates at ports, improves customs clearance efficiency for enterprises, and builds a high-standard logistics consolidation center in the Yangtze River Delta region.

"Our company settled in the pilot zone at the end of last year, mainly engaged in cross-border e-commerce home and kitchen products, with about 5,000 daily orders," said Huang Kai, head of Zitongshu (Shanghai) Technology Co Ltd. He noted that this platform provides enterprises with compliance guidance, customs clearance and tax resources, with particular focus on solving implementation challenges of shipping manifest policies. By reducing processing time and costs, it helps enterprises enjoy tax rebate benefits and achieve closed-loop capital flow.
