Minhang releases Hongqiao International CBD development plan

Shanghai's Minhang district has unveiled the 2025 Action Plan for the Development of the Hongqiao International Central Business District (Minhang Section), aiming to elevate the CBD to new heights and establish it as a model for high-quality development.

The action plan outlines 34 key tasks across 13 focus areas, grouped into three main categories:

1. Scaling new heights in the service economy: Develop a more advanced headquarters economy, foster a dynamic trade-oriented economy, scale up innovation-driven industries, and enhance the integration of comprehensive professional services.

2. Building new high-level platforms for opening up: Establish a pioneering zone to support enterprises in going global, develop a new hub for international trade, and promote institutional opening up at a higher level.

3. Advancing spatial quality to higher standards: Refine spatial planning and design, upgrade the road transportation network, enhance streetscapes, improve the quality of public green spaces, enrich riverfront landscapes, and optimize public service facilities.

Specifically, Minhang will prioritize key industries such as international trade, supply chain management, exhibition services, modern finance, and healthcare. It will intensify efforts to attract regional headquarters of multinational corporations, trade-focused HQs, international business unit HQs, and HQs of innovative growth enterprises, with the goal of bringing in 30 additional HQ-category companies this year.

By integrating diverse service resources and implementing customized policies for individual enterprises, Minhang aims to boost the quality and competitiveness of HQ-category enterprises, fostering a supportive ecosystem for the headquarters economy.

The district will utilize policies to support the development of a new international trade hub within the CBD, thereby accelerating the concentration of high-caliber trade entities and platforms. It aims to attract over 1,000 trade-oriented enterprises in total by the end of the year.

Minhang will advance the development of the Hongqiao Import Trade Promotion and Innovation Demonstration Zone by fostering new forms of international trade, including offshore trade and digital trade. Through the Hongqiao Digital Trade Industry Alliance, it will promote the digital transformation of trade in the area. The district will also explore improvements to process supervision systems to support the development of cross-border e-commerce.

The district will focus on developing application scenarios in areas such as cross-border data flow, product traceability, and electronic invoicing. It will support eligible enterprises in opening free trade accounts, offering convenient cross-border financial services for companies involved in international trade. Additionally, it will establish a cluster of productive internet service platforms.

Minhang will accelerate the development of the Hongqiao international consumption cluster, support the debut economy, and enhance one-stop shopping experiences at transportation hubs. It will explore new inbound consumption scenarios and foster innovative, diversified, and low-carbon consumption models.

The district will prioritize nurturing new high-quality productive forces, aiming to attract more than 50 new innovative enterprises in key sectors like new energy and biomedicine over the course of the year.

Minhang will leverage the New Hongqiao International Medical Center to develop a future industry park in brain science. By strengthening collaboration with the clinical base of the west section of the Huashan Hospital and key laboratories, the district aims to foster the deep integration of industry, academia, and research in the field of brain science, establishing a hub for the brain-machine interface sector. The district will also support the construction of a global medical device exhibition and training center, offering exhibition space, technical training, and hands-on operation functions for innovative medical device products from around the world.

Minhang will advance the development of the Hongqiao International Central Legal Hub, further attracting high-level legal service institutions with expertise in foreign-related legal services and legal technology enterprises. The goal is to attract a total of over 180 legal and pan-legal service organizations.

Efforts will be made to establish the Shanghai (Hongqiao) "Belt and Road" Legal Service Center within the legal hub.

The district will boost the growth of the Hongqiao human resources service industry park, nurturing institutions with strong international influence and brand presence, targeting over 300 human resources enterprises.

Minhang plans to upgrade the Hongqiao Overseas Trade Center by bringing in more international industry associations, trade promotion bodies, and non-governmental economic organizations. By leveraging platforms like the Regional Comprehensive Economic Partnership enterprise service consultation station, the district aims to enhance its professional service capabilities in international trade and economy.
