Shanghai symposium charts path for Hongqiao CBD

The city of Shanghai recently hosted a symposium focused on enhancing the Hongqiao International Central Business District or CBD as a key international trade hub, with a spotlight on enterprise globalization and the exhibition economy.  

Central to the discussions was the development of a comprehensive service system aimed at helping companies expand globally.  

The CBD's administrative committee announced plans to streamline overseas investment registrations and visa services, while also issuing guidelines and case studies to assist enterprises in their international ventures.

One of the proposals from the symposium was the establishment of a "white list" system, designed to facilitate visa and residence processes for eligible foreign talent. Executives and technical experts on the list are expected to benefit from the over 240-hour visa-free stays that are currently in place.

The symposium also explored the concept of "quasi-offshore mobility freedom" for capital, goods, data and personnel flows for qualified headquarters.

In the area of the service trade, experts at the seminar proposed VAT exemptions or refunds for exports such as technology licensing and data processing.  

The symposium also highlighted the National Exhibition and Convention Center (Shanghai), the venue of the China International Import Expo or CIIE — as a focal point for converting exhibition traffic into consumer spending.  

Suggestions included developing tourism routes themed on exhibitions and introducing more ticket and credential linkage discounts to extend visitor stays.

Further recommendations involved integrating cultural and sports events with exhibitions, including hosting international art exhibitions, concerts, and sports expos to boost the fusion of culture, sports and exhibitions.

There were calls for the CIIE's "6+365" year-round platform — currently focused on consumer goods — to expand its offerings to include advanced technology and equipment. Participants expressed a shared vision of establishing the platform as the premier entry point for international innovations into the Chinese market.
