
The Shanghai government has issued a detailed plan to accelerate the development of an advanced manufacturing cluster for the low-altitude economy in connection with other cities in the Yangtze River Delta region.
The plan includes new measures to spur the local electric vertical take-off and landing (eVTOL) aircraft sector over the next three years, with the goal of becoming the eVTOL capital of the world.
By 2028, Shanghai aims to create a complete industrial chain for low-altitude aircraft and grow the core industries of its low-altitude economy to about 80 billion yuan (approximately $11.4 billion).
The administrative committee of the Shanghai Hongqiao International Central Business District took part in formulating the measures, which are set to invigorate Hongqiao's rapidly growing low-altitude economy.
The strategy prioritizes three key areas: boosting manufacturing capabilities, fostering regional collaboration, and promoting innovation.
Shanghai plans to attract 10 leading companies in eVTOL, industrial drones, and new-energy aircraft, aiming to produce over 500 new aircraft annually. A national testing platform for these aircraft will also be established, integrating research, manufacturing, and application into a cohesive industrial ecosystem.
To support these initiatives, the plan outlines 16 specific actions, including financial incentives of up to 100 million yuan for major eVTOL projects. Insurance companies are encouraged to develop new products for low-altitude aircraft, with subsidies reaching 20 million yuan.
Infrastructure development in the Yangtze River Delta, such as cross-province low-altitude routes, is also emphasized, with funding of up to 20 million yuan for technological advancements in communication, surveillance, navigation, and meteorology.
Shanghai is also set to integrate further into the global market by promoting the international use of its low-altitude equipment.
