
The Hongqiao International Low-Altitude Economic Industrial Park in Changning district is emerging as a key platform for Shanghai's low-altitude economy, combining transport access, industrial chain services and collaboration with the Yangtze River Delta.
Located in the East Hongqiao area of the Hongqiao International Central Business District, the park was jointly developed by China Merchants Shekou Industrial Zone Holdings Co Ltd and a China Eastern-affiliated asset management company. It offers 70,000 square meters of industrial space, offering exceptional accessibility to Hongqiao airport, as well as efficient connections to railway and metro links.
Since its official launch in 2025, the park's first phase has reached full operation, with 15 upstream and downstream companies and an occupancy rate above 90 percent. Its tenants cover low-altitude R&D, flight operations, support services and integrated solutions.
"Our biggest advantage is not just physical space, but the industrial atmosphere and coordination capacity," said Wei Mengying, industrial director of the park. She said the park has shifted from attracting companies to building an ecosystem.
Supporting services are being expanded. The 1,200-square-meter Shanghai Low-Altitude Economy Lounge integrates displays, exchanges and project commercialization, while Changning provides support in technology innovation, airworthiness certification, talent services and flight operations.
The park is also promoting a "Hongqiao headquarters plus Yangtze River Delta manufacturing" model, with R&D, headquarters and sales in Shanghai and production across the region. It plans to attract more leading firms and to build a Yangtze River Delta low-altitude industrial economy alliance.
