Guide to permanent residence application for foreign nationals in Hongqiao

In line with the national policies and local arrangements, the Shanghai Hongqiao International Central Business District Administrative Committee, as a pilot base for the national immigration policy, has been authorized to recommend foreign nationals for permanent residence.

The initiative is designed to provide efficient and convenient application channels for eligible applicants. Moreover, it's designed to offer quality services to those residing or working in the district, as well as to inject vitality into Hongqiao's talent attraction and international growth.

I. Requirements for permanent residence application

Applicants must abide by Chinese laws, be in good health and have no criminal record.

01 Special personnel

1. High-level foreign professionals recommended by competent ministries, commissions or offices under the State Council, or the Shanghai Municipal People's Government, who have made significant contributions to China's economic development and social progress, or who hold substantial value to the country.

2. High-level foreign professionals recommended by the Shanghai Hongqiao International Central Business District Administrative Committee or other management authorities of key national development areas.

3. High-level foreign professionals introduced into Shanghai's financial sector and recommended by the city's financial authorities.

02 Employment personnel

1. Employees

Foreign professionals who have worked in Shanghai for at least four consecutive years and resided in China for at least six months each year during this period. Those who have earned an annual salary of no less than six times the average wage of urban employees in Shanghai in each of the past four years, paid individual income tax of no less than 20 percent of their salary income and are recommended by their current employers.

2. Foreign doctorate degree holders

Foreign professionals working in Shanghai with doctorate degrees.

3. Holders of work-type residence permits marked "Talent"

High-level foreign professionals recognized by relevant national or Shanghai authorities, or senior professionals employed and guaranteed by units on the innovation occupation list issued by Shanghai's science and technology innovation authorities, who have held work-type residence permits marked "Talent" and who have worked in Shanghai for at least three consecutive years prior to application and are recommended by their current employers.

4. Chinese of foreign nationality working in key national development areas and demonstration zones of mass entrepreneurship and innovation

Chinese people of foreign nationality who have worked for at least four consecutive years in key national development areas such as the Hongqiao CBD or in demonstration zones of mass entrepreneurship and innovation approved by the State Council, with actual residence in China for at least six months each year.

03 Investment personnel

Foreign investors who have made direct investments in Shanghai as natural persons or through companies where they are controlling shareholders, with stable investments over three consecutive years totaling at least $1 million.

04 Others

Spouses and unmarried children under 18 of the aforementioned three categories of foreign professionals are eligible to apply for permanent residence together.

II. Application instructions

1. Venue

The International Talent Direct Connection Platform of the Shanghai Public Security Bureau (Hongqiao), 1F, Hongqiao International Talent Service Center, Building G, Hongqiao Green Valley Plaza, No 69 Yonghong Road, Minhang district

2. Office hours

Monday to Friday, 9:00-11:30 am and 1:30-4:30 pm (excluding public holidays)

3. Consultations for recommendations

Resident enterprises and institutions should dial 021-3473-8025.

4. Others

For detailed criteria, required documents and precautions, applicants may consult on site or call the National Immigration Administration's service hotline on 12367.
